Baylor Medical Center at McKinney, Dr Pepper StarCenter plans get approval by P &Z Commission

Planning and Zoning commissioners got to see what the McKinney Dr Pepper StarCenter at Craig Ranch will look like when it is completed in the summer of 2009 as they unanimously approved a site plan for ice rink at their bi-monthly meeting on Nov. 11.

The P & Z Commission approved the site plan on behalf of The Ballfields at Craig Ranch, L.P. for an 83,900 square foot ice rink that will be owned by the city of McKinney and leased by the Dallas Stars. The Dallas Stars Hockey Club has approved a lease agreement with the McKinney City Council to lease the building for approximately 40 years. The city will pay to construct the building using $5 million and possibly up to $11.5 million from the McKinney Community Development Corporation. The ice rink will be built approximately 350 feet south of Collin McKinney Parkway and approximately 800 feet east of Alma Road.

City Manager Frank Ragan announced at the State of the Community address on Nov. 6 that the StarCenter is $1.8 million over budget and the city probably needs to wait a couple of months before pursuing development of the ice rink. Ragan has also negotiated more annual hours for the public to use at the ice rink that include free skate times, youth and adult hockey team skate times and paid times.

When the initial StarCenter lease agreement was approved the agreement only called for about 24 hours annually for a free skate time to be utilized by the public. The current lease agreement includes a total of 1,372 hours annually of public skate time. That total is comprised of 124 hours of free ice time, an additional 520 hours of paid public skating, 364 hours for drop-in youth hockey players, and 364 hours of drop-in adult hockey players.

P & Z commissioners also approved a site plan for the Baylor Medical Center at McKinney that will be built on 57.75 acres on the northwest corner of Lake Forest Drive and US 380. The tower of the hospital will first be seven stories and will be able to be expanded up to 12 stories.

A replat of two lots at the southwest corner of Eldorado Parkway and College Street was also approved by the commission. The Collin County Committee on Aging will build its new facility one of the lots, which are immediately west of the Collin Central Appraisal District.
